Hong Kong Uses Rankings to Attract Top Talent

In recent years, the governments of the UK, the Netherlands, and Denmark have used university rankings to attract highly talented individuals to their countries.

The Government of the Special Administrative Region of Hong Kong has also created a list of elite universities whose graduates are eligible for the Top Talent Pass Scheme, which “seeks to attract top talents with rich work experience and good academic qualifications from all over the world to explore opportunities in Hong Kong.”

The list, which was recently updated, comprises universities in the top 100 of four global rankings over five years: Times Higher Education World University Rankings, QS World University Rankings, US News Best Global Universities, and the Shanghai Ranking Consultancy’s Academic Ranking of World Universities. Bachelor degree graduates from these universities will be allowed to enter the Region for an initial period of 24 or 36 months.

In addition, the list includes the top five universities in the QS world rankings in Hospitality and Leisure Management and the top twenty Mainland universities in the Shanghai Best Chinese University Rankings.

New universities added to the list are Pontifical Catholic University of Chile, University of the Chinese Academy of Sciences, King Saud University, Cesar Ritz Colleges, and the University of Massachusetts. The following have been removed: University of Paris-Sud, Ecole Normale Superieure Paris, Radboud University, and the London School of Hygiene and Tropical Medicine.
