RAEX International Group of Rating Agencies hosted the 7th International University Forum “Global Competitiveness” 5th June 2019 in Moscow. The Forum, brought together heads of top Russian universities, international higher education experts, employers, and governmental officials. The Forum’s key events included presentations of the new release of the annual Russia’s 100 Best Universities rankings and the study of HEIs and schools with a strong focus on digitalisation entitled “Human Resources for Digital Economy”. The latter included Russia’s first subject rankings of information technologies. IREG Observatory was represented at the Forum by Waldemar Siwinski, Vice President.

The General Assembly of IREG Observatory on Academic Ranking and Excellence voted to admit three new members.

The National Academy of Inventors is an association of universities, research institutes and individual members and fellows that was established in 2010 to encourage invention and innovation. In cooperation with the Intellectual Property Owners’ Association it produces an annual list of universities granted US utility patents. This is a limited view of the world of innovation but it does reveal some interesting trends and patterns. Slightly more than two thirds of the universities or university systems in the top 100 are located in the USA. South Korea has the second largest number, followed by Mainland China, Taiwan, Hong Kong and Japan.

(EUROPE, 04. JUNE 2019) ‘Open border’ universities– according of the last U-Multirank results  –are more successful than universities with low international exchange in engaging and transferring knowledge to industry (39% higher share of publications together with industrial partners), in establishing spinoff companies (80% higher) and in patenting their ideas (2.5 times more), and their research shows higher outreach (36% higher number of top cited publications). Additionally, students of open border universities are more satisfied with their overall learning experience. These results, exclusive to U-Multirank were published today during its sixth annual release (www.umultirank.org), and assesses 1,711 universities.

There has been considerable discussion of the role of bibliometrics in the assessment of research and international ranking systems. It was noted that the current impact factor is based on citations which do not reflect the various journal functions. A document by Paul Wouters, Leiden University, Cassidy R Sugimoto, Indiana University, Vincent Larivière, University of Montreal, Marie E McVeigh, Institute of Scientific Information, Bernd Pulverer, EMBO Journal, Sarah D Rijcke, Leiden University, and Ludo Waltman, Centre for Science and Technology Studies University of Leiden, has proposed the creating of a new set of journal metrics.The comment published in Nature developed from a 2017 workshop in Leiden and argued that metrics should reflect the recognised functions of journals: registration of claims to original research, curation, evaluation, dissemination and archiving.
